Moving Towards Children as Partners in Child Protection in COVID-19 Guide – From Participation to Partnerships

At the outset of the COVID-19 pandemic, children and youth were facing unprecedented
challenges caused by quarantine measures and school closure policies in nearly every country
in the world. At the same time these challenges emerged, child-focused organizations found
it harder than ever to communicate with children, needing to adapt their methods of hearing
children’s voices and ensuring children’s participation to virtual and physically distanced
realities. These adaptations are seemingly harder for adults and their organizations than for
children, who are creative, innovative, and tech-savvy. Despite the COVID-19 challenges,
children around the world have found meaningful ways to s upport and protect
their peers, families, and communities. Children are on the frontlines of
innovative responses and are working closely with their adult allies. The leadership
demonstrated through these child-adult partnerships is the underlying inspiration for this guide.

They prepared the space to make people comfortable and distributed dry food and water. They even knew how to prepare the solar lights to be used during the emergency.”

When Typhoon Haiyan struck the Philippines in early-November 2013, the International Federation of the Red Cross and Red Crescent (IFRC) assigned a field assessment coordination team to assess the situation and needs on the ground. Wendy Brightman, who serves as Regional Advisor for Cash Transfer Programming in Asia, Middle East, and Europe at the American Red Cross (ARC), was one of five cash transfer specialists in the Philippines. The assessment noted that the Philippines Red Cross (PRC) had already received preparedness training for cash programming before the crisis. PRC also had two business contracts in place with a remittance company and cell phone company to ensure a coordinated payment delivery system. In addition, even in the catastrophic aftermath of Typhoon Haiyan, the Philippines had a functioning market, operating cash delivery systems, access to shops and markets, and relative security. Wendy states that “in this context, cash transfer programming was a very feasible option for a population familiar with cash and cell phone use, in both urban and rural areas. The Philippines Red Cross had gone through cash preparedness training and had two contracts ready to be activated. During the assessment, all indicators were pointing in the direction of this kind of intervention.”

In the aftermath of Hurricane Katrina, the Southeast Louisiana Chapter of the American Red Cross began an effort to educate youth residing in temporary housing communities about emergency preparedness through a fun, artistic activity: decorating pillowcases to hold emergency supplies kits. Chapter Executive, Kay Wilkins, was originally inspired to use pillowcases after hearing about local college students who carried their belongings inside pillowcases when they evacuated during the storm in 2005. Soon after, what began as a simple project to teach kids about preparedness using art therapy for one chapter, quickly evolved into a preparedness education program that was expanded throughout all of Louisiana.
